About us
Independent advice on EV benefits, fleets and emissions
Fagan & Company is a London-based advisory firm working with automotive manufacturers, large employers and financial institutions on electric mobility, fleet electrification and salary sacrifice strategy.
Who we are
Fagan & Company is a London-based advisory firm in the automotive, electrification and salary sacrifice ecosystem. We work with employers, insurers, finance providers and original equipment manufacturers to make confident, data-driven decisions about employee benefits, fleets and emissions.
The work is practical and outcome focused. Most clients come to us because they want to introduce or improve a car benefit, reduce risk, or align their programmes with Scope 3 and SECR expectations without over-complicating life for HR, Finance or employees.
We combine technical depth in tax, insurance and policy with hands-on operational experience of designing, launching and running large programmes in the UK market.

How we work
Clear, evidence-based consulting for senior decision-makers
We work with HR, Finance, Sustainability and fleet leaders who need a single, coherent view of car benefits, risk and emissions. Engagements are structured, time-bound and designed to leave internal teams with clear options, numbers and next steps.
See who we helpWhat we focus on
Our work sits at the intersection of car benefits, fleet strategy, insurance and emissions reporting. The detail varies by client, but most projects fall into these four areas.
Salary sacrifice and car benefits
Design and review of programmes that are attractive to employees, efficient for employers and aligned with current tax and policy rules.
EV fleet and grey-fleet strategy
Practical roadmaps for moving from legacy fleets and grey-fleet towards lower-emission vehicles with clear cost, risk and policy guardrails.
OEM and finance provider advisory
Support for manufacturers and finance providers on leasing, subscription models, downstream emissions and value-chain integration.
Scope 3 and programme governance
Connecting benefits, fleets and charging infrastructure back to Scope 3, SECR and internal governance requirements.

Who you would work with
Engagements are led by Paul Fagan and a small group of specialist collaborators. Work is delivered by senior people rather than large junior teams. Where it is helpful, we will work alongside your existing advisers, suppliers or internal teams rather than duplicate what you already have.
Paul was previously a leader in the UK electric vehicle and salary sacrifice market, and now advises employers, OEMs, insurers and investors on programme design, governance and the wider EV value chain.

If you are considering a new programme, reviewing an existing scheme or need a second opinion on fleets, insurance or emissions, we can usually add value quickly through a focused initial engagement.
